Any emergency is scary and living off base and not knowing the language just make that a whole lot worse.
Have necessary information written down before an emergency!
I suggest you call the nearest US. Military authorities. They speak English and can, if needed, contact the German authorities for you.

If you call the German authorities:
Be aware that most people here in Germany speak at least a little English, so make sure you speak slowly and with little as possible slang or dialect.
Make sure you tell them where you are calling from where they need to send the help to, how many people are involved and what happened.
Give them your street address and telephone number. You must be able to tell them where you are and how to reach you.
In case of intoxications of any kind let them know what was taken and if possible give them the bottle or rest of the chemical consumed.
Also make sure you let them know of any allergies or medications that are being taken.

- Emergency Services – dial 112 (no prefix) this will take you to an emergency operator that will make sure to send the care needed.

Emergency while driving on the German Autobahn:
If you have an accident or car trouble on the German autobahn, you want to put on your flashers park either on the side of the autobahn or one of the parking stops. if you have to park on the side make sure to set up your warning triangle by walking behind the guardrails along the autobahn!
If you need to call for help and do not have a cell phone you can use the Emergency phones on the side of the autobahn. There are about 16000 of those along the German highways and they look like this.
If there is no phone in sight, check the white posts on the side of the Guardrails or the Guardrails itself, you will notice little black arrowheads leading in one direction. those indicate the closest Emergency phone.
